Study on the Environmental Efficiency of the Chinese Cement Industry Based on the Undesirable Output DEA Model

In recent decades, China’s cement production has been the highest in world, but extensive development model, which formed for a long time, brought serious damage to natural environment. order promote transformation of mode industry, this paper adopts nonparametric frontier method analyze environmental efficiency manufacturing industry using input–output and pollutant emission data from 2004 2016. The results show that overall is low, there still much room improvement. Moreover, are imbalances very low high between different regions. Further investigation found during study period, strict supervision an average compliance cost CNY 23.41 billion increased by 23.9 percentage points. Based on these findings, we believe focus at stage reduce pollution emissions, force enterprises carry out technological innovation through mandatory reduction measures. When formulating policies, Chinese government needs explore best way minimizing costs maximizing efficiency, so as sustainable industry.
